LCL Circulation Policy

PURPOSE: 

The circulation policy governs borrowing and using library materials. By applying for a library card, the patron agrees to abide by all library policy and procedures.

 

Eligible Borrowers

  1. Any resident of the area included within the Northeast Kansas Library System (NEKLS) is eligible for a library card at no charge.
  2. Patrons must present your ID with a current address or an ID and something that verifies a current address, such as a recently received piece of mail, checkbook or a lease.
  3. Patrons under the age of 18 must have permission from a parent or guardian.
  4. A valid library card or other acceptable form of identification must be presented to borrow materials.
  5. Library cards are non-transferable. Each eligible borrower must apply for and use his or her own library card.

 

Loan Period

  1. Reference materials do not circulate.
  2. Patrons may borrow a limit of 25 books, 7  DVDs, 2 video games, and 5 audiobooks.
  3. DVDs circulate for 7 days.
  4. Magazines circulate for 7 days.
  5. Video games circulate for 7 days.
  6. Books and audiobooks circulate for 21 days.
  7. Interlibrary Loan items circulate for 14 days.

 

Renewals

  1. Items may be renewed up to two times. 
  2. Items with a waiting list may NOT be renewed.
  3. Interlibrary loan materials may be renewed with the consent of the lending library. Please call us or stop by the circulation desk to find out if the materials may be renewed.

 

Placing Holds

  1. Patrons may place holds on items currently in circulation and not available at the time of the request.
  2. This includes items from other libraries participating in the NEXT Shared Catalog.
  3. Patrons will be notified by email, telephone, or text when the items become available.
  4. If the items  have not been picked up within 7 days of the notification, the item will be returned to circulation.

 

Fines and Fees

  1. The first replacement for a library card will be free. Patrons may be charged $1.00 after the first replacement card.
  2. Replacement cost for lost, damaged, or non-returned materials is the library’s list price.
    1. Replacement copies may be purchased by the patron with prior approval of the director.
  3. If a lost, damaged, or non-returned item was lent from ANOTHER library, the lending library’s policies are followed and will override Lansing’s replacement policies.
  4. If any material is returned with missing pieces the material WILL remain on the patron’s account until ALL items have been returned or replaced.
  5. A processing fee of $3.00 will be assessed for missing or damaged items including, but not limited to:  lost or broken DVD cases, missing dust jacket covers, barcodes, or spine labels, etc.
  6. A patron’s borrowing privileges will be suspended when:
    1. An item is overdue by 35 days or more.
    2. The patron’s account has been charged replacement fees or fines of $10.00 or more.
  7. Items that are marked as lost and sent to a collection agency for recovery will have a $25 administrative fee added to the account.

 

Long Overdue / Lost Items

  1. Any item overdue for 45 days or more will be considered “Lost” and the patron will be charged the full replacement cost.
  2. Once an item has been replaced by the library or submitted to collections, it is no longer eligible for return or refund and the patron must pay the full replacement cost for the item.
  3. Return of materials or payment of lost materials and fees will result in the restoration of borrowing privileges.
  4. Library items belong to everyone. When items don’t get returned, other patrons are denied the opportunity to use them. The Lansing Community Library may choose to contract for the services of a company that specializes in recovering long overdue (60 days or more) library materials. There is a $25 administrative fee. The resulting action may affect the borrower’s credit rating.

 

“Depriving the owner of the possession” of “a book or other material borrowed from a library” is considered a misdemeanor under K.S. 21-3702 (b).
